Civil aviation worldwide is guided by the International Civil Aviation Organization (ICAO), a UN Specialized Agency mandated to manage the orderly development of international air transport through the development, adoption, and amendment of over 12,000 Standards and Recommended Practices (SARPs), as well as eight volumes of Procedures for Air Navigation Services (PANS). These SARPs and PANS serve as the fundamental basis for harmonized international aviation safety, efficiency, capacity, security, and sustainability. The 193 Member States at ICAO then align their national civil aviation rules and regulations to harmonize with these ICAO provisions.
